1. Project Background

Traditional social security services mainly rely on offline government hall windows. Citizens need to visit service centers to check insurance participation, reimbursement and benefit information, while enterprises lack convenient online channels for social security policy consultation, leading to time-consuming and complicated procedures. To implement the requirements of "digital government and convenient services for the people", a lightweight WeChat H5 social security service system is developed. Citizens can inquire social security business anytime via WeChat without downloading APPs, which diverts the service pressure of offline windows and improves the digital service level of livelihood government affairs.

2. Core Functional Modules of the Platform

(1) Social Security Service Homepage (Function Navigation Portal)

Guided by the service concept of "Talent First, People's Livelihood Oriented", the homepage is divided into two functional sections:

1. Service Progress Inquiry: One-stop tracking of processing status for three types of offline submitted businesses, including medical expense reimbursement, employment filing and startup subsidy applications.
2. Full-category Self-service Social Security Inquiry: Covering social security businesses throughout residents' life cycle, with more than ten inquiry functions such as insurance participation records, medical personal accounts, medical payment details, personal benefit statements, pension/unemployment/injury/maternity benefits, physical examination records and payment records, allowing citizens to retrieve target data as needed.

An independent inquiry form is developed for high-frequency medical reimbursement business. Citizens can retrieve medical reimbursement records, amounts and audit status with one click after filling in the year, ID number, 8-digit social security number and registration number, meeting residents' frequent demand for reimbursement information check.

(3) Online Consultation Module for Enterprises

An online Q&A channel for enterprise administrators supports submitting consultation tickets with text descriptions of social security questions and attached documents. Government staff process and reply uniformly in the backend, and users can view historical Q&A records on the consultation page. It realizes closed-loop online consultation for enterprise social security policies and reduces enterprises' trips to offline service windows.
